China tariff refund for Amazon sellers and ecommerce importers.
Who gets the refund?
Eligibility depends on one key question: who is listed as the importer of record on your CF-7501 entry summaries? The IOR is the party who paid the duties — and the party who receives the refund.
| Import Method | Importer of Record | Refund Goes To |
|---|---|---|
| You import directly through a customs broker | You | You |
| You use a sourcing agent who imports under your name | You | You |
| You use Amazon FBA and you are listed as IOR | You | You |
| A 3PL/fulfillment company imports under their name | The 3PL | The 3PL |
| You buy from a U.S. wholesaler who imported | The wholesaler | The wholesaler |

How to check if you qualify.
Find your CF-7501s
Your customs broker has your entry summaries. Ask for copies covering February 2025 through February 2026.
Check the IOR field
Look at the 'Importer of Record' field on each entry. If your company name appears, you are the IOR.
Confirm HTS codes
Look for HTS 9903.01.xx codes. These are the IEEPA tariff line items that are refundable.
Estimated exposure for ecommerce importers.
Most ecommerce products from China had zero or very low normal duty rates before IEEPA. The full IEEPA surcharge — ranging from 10% to 145% depending on entry dates — may be fully refundable.

Frequently asked questions
I sell on Amazon. Can I get a China tariff refund?
If you are the importer of record on the customs entries for your China-sourced products, you may qualify. Check your CF-7501 entry summaries to confirm.
How much could my ecommerce business get back?
Your estimated refund equals the total IEEPA duties paid on your China-origin entries. If you imported $500,000 at an average 30% IEEPA rate, your approximate exposure is $150,000 plus interest.
I used Alibaba and shipped through a freight forwarder. Do I qualify?
It depends on who was listed as the importer of record on the U.S. customs entry. If your company name is on the CF-7501, you likely qualify.
